Document release process

This repository can be used as a standalone binary or as a Go package.

The release process for this repository must be documented for the 2 use cases.

As of now the release process is manual, and dependant repositories needs to manually update their reference to this repository (go.mod when using genlib library)

Release process:

1. Push a new tag from main
2. Create a release from GitHub interface

For any Go project depending on this as a library:

1. go get github.com/elastic/elastic-integration-corpus-generator-tool@<release>
2. build & test

Note that elastic-package uses dependabot for dependency updates together with mergify for an automated dependency update workflow. Es: elastic/elastic-package#1196
