ps edot-bootstrap doesn't expect instrumentation it bootstraps to already exist, so if you run like this it will add it a second time

edot-bootstrap >> requirements.txt

Then, if you run pip install -r requirements.txt it will fail due to conflicting == versions of the same package. I worked around this by just updating requirements.txt instead of edot-bootstrap again here elastic/elasticsearch-labs#406
