[OpenAPI] Incomplete redirects list

Relates to #4277

The list of redirects that are generated from the make transform-to-openapi-for-docs command per #4545 seem to be incomplete.

For example, comparing the elasticsearch-serverless-openapi-docs.redirects.csv to the relevant sitemap, the former is missing entries related to operation-cluster-put-component-template-1, operation-eql-search-1, bulk-2, bulk-3, count-2, count-3, ingest-simulate-2, ingest-simulate-3, etc
