[validation] Check that all requests have attached URLs

We added URLs to the specification:

• Add endpoint URLs to the API specification (phase 1) #3469
• Add endpoint URLs to the API specification (phase 2) #3528

But we don't have an eslint rule in place to make sure new APIs going forward include it.
