Revert incorrect preview/GA status changes

- Revert CATEGORIZE back to GA (remove preview flags that were incorrectly added)
- Revert spatial functions (ST_CONTAINS, ST_DISJOINT, ST_INTERSECTS, ST_WITHIN) back to GA
- Revert match operator to show PREVIEW status correctly
- Revert MatchOperator appliesTo annotation to PREVIEW lifecycle
- Update TO_LOWER/TO_UPPER parameter descriptions for clarity
