com.github.dockerjava.api.exception.DockerClientException: Could not build image: The command '/bin/sh -c DEBIAN_FRONTEND=noninteractive apt-get update -qqy && apt-get install -qqy tzdata winbind samba ldap-utils' returned a non-zero code: 100	

This seems like a transient issue when running apt-get update -qqy && apt-get install -qqy tzdata winbind samba ldap-utils.
It's similar to #124490.
