[CI] RcsCcsCommonYamlTestSuiteIT and CcsCommonYamlTestSuiteIT often time out in encryption-at-rest builds #133409
Description
Since re-enabling CcsCommonYamlTestSuiteIT there have been a huge number of CI test failures mostly due to suite timeouts in encryption-at-rest builds.
I'm opening this issue to be able to group related issues that otherwise get opened for individual Yaml tests but are symptoms of the same thing. We should close those cases as duplicates and summarize findings here and agree on a solution here as long as the timeout situation is so dominant.
