Optimize fieldcaps merging for CCS requests. Liekly the same logic (albeit incomplete in this draft) would also work for local cluster exec.

Optimize fieldcaps merging for CCS requests. Liekly the same logic (albeit incomplete in this draft) would also work for local cluster exec. which would deal with the lack of test coverage somewhat out of the box.
