[REQUEST]: Add a known issue for Elastic Agent failing to enroll into Fleet

Description

An issue that affects releases 8.17.1+ was reported in #7794, and needs to be added as a known issue to the release notes for versions 8.17.1+.

The problem:

On Windows, an installed Elastic Agent that is enrolled into Fleet is unable to re-enroll. Performing enroll fails with an error:

C:\Program Files\Elastic\Agent>.\elastic-agent.exe enroll --url={url} --enrollment-token={token}
Error: the command is executed as root but the program files are not owned by the root user.
