[Profiling][Scout] Revert addition of previously deleted test file (#250737)

fixes #248929

## Summary

This test was refactored as part of
#245464, and `has_setup` file was
removed, however, the 9.3 branch has the refactored files AND the
removed file
https://github.com/elastic/kibana/blob/9.3/x-pack/solutions/observability/plugins/profiling/test/scout/api/tests/has_setup.spec.ts.

The test was later brought back by
#247835. This PR reverts this
change
