Update Kibana doc link service URLs for docs V3 #217722
Description
As we move to a new docs system and new URL structure, we need to update the Kibana doc link service.
Since the URLs are sometimes hard-coded into apps, we're splitting this update into multiple smaller PRs (grouped based on the volume of URLs):
