Describe the feature:
Add an extension point so consumers can define a default ES|QL query when opening Discover in ES|QL mode.

Scope: Add an extension point allowing a default ES|QL query to be set when opening Discover in ES|QL mode (e.g. for solutions to prefill the query bar).
