[Move to ES bridge -> ES scope] Introduce module descriptors for the plugins

Introduce module descriptors for the plugins to make them available to the logstash-bridge module. Currently, logstash-bridge uses redact, wildcard and spatial plugins. Additionally, it needs an access (exports org.elasticsearch.ingest.useragent;) to user-agent module as well.
