Add script for comparing versions in upstream folder to latest versions upstream #2808

Proposed feature
We want to have a script that can check the latest versions upstream for our charts in the upstream folder and compare them with the versions that we have, so that we can see where we are lagging behind.

Check online first to see if there may be some tool we can use for this.
Note that sometimes, the latest version in a repository may not always be the relevant version (i.e. it might be a patch release for an older minor version). The script should take this into account.

- There is a script that can be used to compare our upstream charts to the latest release upstream.
