Replace OpenSearch Curator with ISM #2914

Proposed feature
In OpenSearch v3.0 the deprecated flag override_main_response_version: true is removed, which was needed for Curator to work, as it has also been long deprecated. We should look to replace the Curator with ISM Policies so that we can keep upgrading OpenSearch.
Proposed alternatives
Add retention to our existing ISM policies, and add an ISM policy that will work with indexPerNamespace is enabled, and remove Curator.
