Some components we use are outdated upstream in kubespray, such as the openstack components.

Create a process for keeping kubespray components up to date. For openstack components, this means that they should match the Kubernetes minor version.

Documented process for how to handle this so that kubespray releases have up-to-date components, in docs/ folder, README, or other suitable place.
