Integrate MetalLB deployment #345

On Safespring we use MetalLB to provide load balancing, and we should integrate it here to enable it as a feature.
Additional context
Since it will require information about the infrastructure it could potentially be integrated in particular for Safespring, but I would prefer a more generic approach.
However it is more beneficial if we need to configure as little as possible to get it working, so if a tailored approach enables that then that should be preferred.
Helm install would be preferred.
Definition of done
- MetalLB can be installed with Kubespray.
