Adding node labels and taints after creation doesn't work

Experienced behaviour

ck8s-kubespray apply wc --tags node-label,node-taint does not add labels and taints in nodes-labels-and-taints.yml on the respective nodes after nodes creations.

Expected behaviour

ck8s-kubespray apply wc --tags node-label,node-taint updates nodes with labels and taints added in nodes-labels-and-taints.yml

Steps to reproduce

1. create nodes
2. add labels and taints in nodes-labels-and-taints.yml
3. exec ck8s-kubespray apply wc --tags node-label,node-taint
