[EyeStrategy] New Strategy for HTTP-based Network Cameras

A new implementation that provides frames over network channels would be beneficial for big houses, or with a setup where the camera needs to be separated from the server.

As of start, we could implement the strategy and provide a demonstration firmware for ESP32-CAM. One must check for the "standardized" ways of sharing frames over network where HTTP is not a must.
