Only access to basic filters in filter type actions

The implementation of filtering actions is currently very poor. We allow filtering inconsistently depending on the extent of implementation.

The nice thing is that Shortcuts appears to use a repeating format. We should look to see how we could consolidate this to make filtering actions easier to implement in Cherri or at least the compiler, and possibly have filtering syntax or accept a dictionary of filtering conditions.

This issue mainly prevents us from implementing some new or older actions easily in Cherri.
