Get GH Actions Working

We have the files in place for documentation, build, and style checks, but the actions aren't set up yet.

**Update:**
Build action had to be removed, can't be built without DaisySP as a parent.
Documentation deployment isn't working. If we stand up the new documentation site soon enough this won't matter.
