threads read receipt and unread notifications server capability validation 

We need the code to check if current homeserver supports [MSC_3771](https://github.com/matrix-org/matrix-spec-proposals/pull/3771) and [MSC_3773](https://github.com/matrix-org/matrix-spec-proposals/pull/3773)
