Steps to reproduce

Summary

When initiating a Jitsi call in Element Classic v1.6.48, if the room contains two users and a functional member (Functional Members spec), the call is recognized as a group conference.
In Element Desktop, the same scenario starts a 1–1 call.

Outcome

Expected Behavior

When initiating a Jitsi call in a room containing two users and a functional member, the call is established as a 1–1 call between the two users, with the functional member not affecting the call setup.

What happened instead?

When initiating a Jitsi call in the room containing two users and a functional member, the call does not start as a 1–1 call. Instead, it is initialized as a group conference.
