Add GUI for adjusting power_level_content_override at room creation time #789

What would you like to do?
Adding a field on Advanced room settings right below the "Blocking users from accessing the room on other homeservers" toggle.
It should default at power level 100 or 'Admin'.
We should probably also add a list of possible answers like:
- Admin (PL 100)
- Moderator (PL 50)
- Default (PL 0)
- Custom (we should add a text field so the user can indicate their starting PL)
