Replies always send HTML formatted bodies

Steps to reproduce

1. Send a message
2. Send a plaintext reply, without any rich-text/formatting (e.g.: "Example reply")

Outcome

What did you expect?

The reply content should contain only a body with the content of the reply.

What happened instead?

The reply content also contains a formatted_body, even though no formatting is added. (e.g.:)

This may now be an issue due to the changes in #28406, as previously, the inclusion of reply fallbacks implied that all replies should have a formatted_body.
