During 1:1 calls (legacy), changing the camera does not seem to work

Steps to reproduce

1. Join a Legacy Call
2. Try to change the camera
3. There is no effect

Outcome

What did you expect?

To be able to select a different camera

What happened instead?

Same camera is selected, no error displayed.

This is for a very old version of Element Web. And since there are no logs it's hard to diagnose why. I tested this on a newer version of Element Web and it still works.
