Emoji in code blocks screw up the line height making the line numbers wrong.

Steps to reproduce

This looks to be a bit more noticeable since #31302

The problem is matrix-org/matrix-react-sdk#8224

It seems obvious that deliberately over-enlarging emoji would cause this effect; @robintown what was the genesis of this?

Looks like a dup of #25525

Two possible solutions:

• Override the emoji-zoom for code blocks as vdh suggested here: Set the same font-size to emoji inside a code block matrix-org/matrix-react-sdk#11072 (comment)
• Just slap line-height: 1em on mx_Emoji to stop the enlarged emoji screwing up line height in general.
