Verification flow shows success message, but app still says "Verify this session"

Steps to reproduce

1. Open element-desktop
2. see banner saying, "Verify this session. Others may not trust it"
3. click "Verify"
4. Click "Use another device"
5. Complete emoji verification
6. At end of flow, the message says, "Device verified. Now you can read or send messages securely, and anyone you chat with can also trust this device."

Outcome

What did you expect?

Banner that says, "Verify this session" disappears and device is verified

What happened instead?

"Verify this session" banner remains present
Settings: Encryption shows message: "Device not verified
You need to verify this device in order to view your encryption settings"

Recovery key method is also broken, so it's currently impossible to verify my device.
