Refactor room status bar design

Your use case

Back in #31523 we changed the really old crusty room status bar into a new MVVM component utilising the Banner shared component.

This turns out to be the wrong component, as it's intended for identity reset related issues. As a result, a new design is being cooked up which we should use for the room status bar.
