Element Web displays raw i18n labels after upgrading from v1.12.10 to v1.12.11

Steps to reproduce

1. After upgrading Element Web (deployed through ess-helm) to v1.12.11, all i18n labels are no longer resolved:

What did you expect?

i18n labels are properly resolved using the configured locale.

What happened instead?

i18n labels are no longer resolved and raw labels are displayed instead.

Hitting Shift+Reload did not help and I could find 404 errors loading the i18n bundles in the Dev Console. What helped is reloading with the Dev Tools open.

So, this issue is solved for me, but I am still wondering why it even happened in the first place.
