Impossible to leave the room, error 404. #32787

Steps to reproduce
If there was a system room on the server and it was deleted using Synapse Admin, it continues to hang for clients. When attempting to delete it, an error 404 occurs and the room is not deleted. Such stuck rooms can only be deleted by completely logging out and logging back in, which resets all of the user's messages. A mechanism is needed that allows a client to delete a room if it has been deleted on the server.
