[Multi accounts] Session can lose there verification state.

Steps to reproduce

1. Login to account A and verify the session
2. Enable multi account feature flag
3. Login to account B (can be on another homeserver) and verify the session
4. The two accounts are verified and everything is working

Outcome

What did you expect?

No verification session lost

What happened instead?

Sometimes, the session verification (not sure if it's for account A or B or both) get lost. The user is asked to verify the session again. Emoji verification does not work, entering recovery key does not work. The user only have the ability to sign out.

The session verification state is broken.
