Steps to reproduce

I’m experiencing an issue with call handling in Element X.
The first outgoing call from a user works correctly — the callee receives the call.
However, if the call is ended and the user tries to call again, the callee does not receive the incoming call notification.
Despite this, if the callee manually enters the room, they can still join the ongoing call.

It looks like after a call ends, the room is not properly terminated/cleaned up. As a result, when a user calls someone again, the call is placed in the same room, and the callee needs to enter it manually.
