disable_dbt_columns_autoupload is not respected

Describe the bug
Setting disable_dbt_columns_autoupload to any value doesn't seem to disable uploading of column artifacts, contrary to what's described here.

In the code I can't find any reference to disable_dbt_columns_autoupload either..

To Reproduce
Steps to reproduce the behavior:

1. Set in dbt_project_yml:

vars:
  disable_dbt_columns_autoupload: true

2. perform dbt run

Expected behavior
dbt_columns model is not updated

In the mean time, you can use the following flag:

vars:
  columns_upload_strategy: none

@NoyaOffer this only works for dbt run not dbt build. Is there a way to adjust it?
