Provide a theme for the onboard onscreen keyboard

The onscreen keyboard doesn't have an elementary theme and it doesn't look well integrated.

Proposal

Provide an elementary specific theme for onboard.

Closing because Onboard doesn’t work with Wayland and we have to write our own keyboard for OS 9
