Unable to change the ownership or other access properties of a file owned by root when running as root #2642

What Happened?

After moving a file as root the new file was owned by root. Attempts to change the ownership back through the UI failed. It was possible through the CLI.

Steps to Reproduce

  1. Try to change the ownership:group of a file owned by root when running Files as administrator
  2. The options are greyed out.

Expected Behavior

Files should be able to perform the same chown operations as the commandline when running as Administator
