Hotspot menu doing nothing

What Happened?

Hotspot mode cannot be enabled (regardless of whether the slider on WiFi settings tab is in left or right position).

"Connection:" / "New..." does not do anything upon click either.

Steps to Reproduce

Open Networks>Hotspot in Settings app.

Expected Behavior

Hotspot slider can be enabled, starting a wireless network which other devices could connect to.
