feat(oxc_linter): Sort rules by plugin and rule name when outputting resolved config as a JSON string (oxc-project#9799)

The current rules aren't sorted in any way, sorting by plugin name and
rule name is pretty common from what I've seen. This makes the generated
config easier to read.
