Execute a command every time a window opens

my application of this is a sound widget:
every time i open the window, i want to set the volume 10% down (which i can do with wpctl) and then check the current volume (also with wpctl). my question is: how do i get a variable to update every time i open a window, and how do i execute shell commands when a window opens.
