Safe wallet delete

Need a safe way to delete wallets.  

Deleting should give the option to send remaining funds another wallet if one exists.

If no other wallets exist, make sure the user is clear they must have the keys backed up, force a backup to proceed.  Delete wallet after backup process is complete.
