Test.pyPI workflow fails due to naming conflict

The release workflow for a release candidate (-rc) deploys the package to test.pypi.org. However, the old package is still in use; this means we have to use an alternative name for the test.pyPI workflow, which keeps giving an error.

While I would gather it should be possible to publish with an alternative name, that does not seem to work right now. Fixes:

• ask @partigabor nicely if he could delete the existing test.pyPI page :)
• Remove the release candidate workflow altogether
• Figure out whether it is possible to release with test.pyPI under a different project name
