LTS dates have jumped by a day

At one point, I helped change the LTS page to statically describe old LTS dates because we had an issue with them changing as the template was updated.

After b0024e5 the dates became dynamically generated again, but the dates are now off by one from what they used to display:

Are all LTS dates incorrect now, or just dates that precede that update? Seems like it'd just be a location/timezone issue to look into but I'd like to verify that the current LTS dates are similarly incorrect.

It seems like the central issue is the format of the dates does not include timezones, adding the timezone data fixed these issues for me.

I made a PR that adds the timezone data to each object, using noonUTC unless specific promotion date is available that matches the historical date, but moving forward it'd be a change in how this data is added.
