menu slow down with backgrounds

Describe the bug
settings generally seems a bit slower when going down the options (might be just a feeling)
"start" menu seems slower when background animation is running (might also just be a feeling)

Version: 1.10.0-rc

To Reproduce
Steps to reproduce the behavior:

1. choose hexagons as a background
2. scroll through the menus
3. Observe error

Expected behavior
menus are less responsive with a background that does more.

Additional context
Think we should disable the background in the settings app, not sure about what we can do about the smoothness of the start menu.

I find the settings menu much slower than the main menu (or my own app menus) on my setup (with emf logo background). I haven't investigated what's going on, but in my case it feels to me like its something to do with the settings app rather than background vs menu.

The settings app uses a layout instead of a menu, we know this is slower and gets slower with more options added. Since this is only going to get worse, lets go back to a plain background for the settings.
