fix: use rhel 9.6 for rhel 9 builds

fixes emqx/emqx#16578 Explicitly bind 9.6 since it is an LTS release, while 9.7 (current latest) is a short-term support release. Also use rockylinux/rockylinux image from docker hub because AWS registry does not have an alternative.
