Rejection of failsafe values that cannot be applied (scenario 2)

See #150 . I wanted to go through the PR one last time, and then move it out of Draft and prepare it for merging. I'm currently planning to get that done next week, there's just one potential issue regarding duplicate messages being sent out for shared datapoints (Failsafe Duration Minimum).
