soc/integration: propagate IGMP parameters through add_etherbone

Forward with_igmp, igmp_groups and igmp_interval to LiteEthUDPIPCore,
allowing IGMP to be enabled directly from add_etherbone. The IGMP joiner
runs inside the ethcore in the same clock domain as the IP crossbar,
removing the need for external CDC.
