Description of changes

Integrates https://github.com/github/spec-kit to establish a spec-driven development workflow.

What's included:

• spec-kit CLI setup
• Constitution (.specify/memory/constitution.md) — captures the project's architectural DNA: tech stack, layered
  architecture rules, naming conventions, code style, API conventions, testing conventions, multi-vendor DB migration patterns, key patterns and anti-patterns
• 9 Claude Code Slash commands (.claude/commands/speckit.*.md)
• Specs (specs/) — 27 spec files covering all implemented capabilities: core domain,
  configuration management, Kubernetes integration, cross-cutting concerns, infrastructure, and external integrations
• File with the latest state of DB - /docs/db-schema.md and a hook that automatically updates it

Workflow going forward: new features follow /speckit.specify → /speckit.plan → /speckit.tasks → /speckit.implement. Conventions are amended via /speckit.constitution.
