Does not appear to work with raw bytes

When doing a vcr test recording on a HTTP server that returns tarballs or gzipped raw file data from a file server fetching the data from the recording or the yaml file trips up the replays ability to untar the file.

The issue is that it only respects compression not content-type.

Specifically for the use case of loading a file from an S3 bucket where the content type of the file is gzip aka its raw gzip at rest; compared to a HTTP payload that was compressed during transport.

I'm sure there are other cases where you want to look at the mime type and do base64 instead of utf8.
