feat(midnight): update dependencies for Preview network

Following things should be updated in midnight packages:

• All midnight-js-* packages should go to version 3.0.0-alpha.*
• compact-runtime has to go to version 0.11.0
• Contract should be compiled with compactc version v0.26.108-rc.0-UT-L6​

Code changes should be tested on local environment and running Preview network

Waiting for midnight guys to make public @midnight-ntwrk/ledger-v6 on npm registry or fix this dependency issue.
Works on installation and build, fails when starting:

$ yarn start local balance phil
