Valid zero values should show as zero not dash

There should be a distinction between no data and a properly recorded zero value.  Rainfall for example is 0 mm of rainfall for the day.  That is different from no values sent to dashboard.  Likewise, if it is nighttime, solar radiation will be properly 0 w/m2.
